Clamping ceases in Billingshurst, but disabled now charged.
20 June 2011: The private owner of Jengers Mead car park in the heart of Billingshurst has ceased a much criticised clamping policy and replaced it with fines. Delight by retailers, who have lobbied for over two years, however, has turned to outrage because the disabled are now being charged to park.
Described by a Billingshurst retailer as, ‘Great news on one hand and extraordinary on the other’, the development pre-empts the passing of the Protection of Freedoms Bill. This is expected to become law this year and will outlaw clamping on private land following a national outcry against intimidation and exploitation by rogue operators.

Billingshurst Motorists Welcome Changes in Clamping Law
Businesses in Billingshurst are celebrating after the Government moved closer to outlawing the clamping of vehicles. In the Protection of Freedoms Bill announced last week, and expected to become law by the end of the year, clamping on private land is to become illegal.
Chairman of the Billingshurst Chamber of Commerce, Susan Venturi said "This is excellent news for businesses and shoppers in Billingshurst," She said that the Chamber had lobbied on behalf of its more than 80 members for over two years.
"We have made representations to the owner, to the local and national governents, and to MP's along with excellent support from local media. This is common sence winning the day. Shoppers have been put off from coming to Billingshurst because of the clamping. Every retailer in jengers Mead has been affected in one way or another".
